he Office of Population Affairs, part of the U.S. Department of Health and Human Services, oversees the Title X Family Planning Program. The Trump Administration is proposing a Protect Life Rule which would stop using Title X funding for organizations that perform or refer for abortions, such as Planned Parenthood. This regulation was first instituted by the Reagan Administration and upheld by the U.S. Supreme Court, but then eliminated by President Clinton, and never reinstated. Reverting back to this initial regulation is expected to shift $50-$60 million away from Planned Parenthood.

Any time a government agency, in this case the US Department of Health and Human Services (HHS), proposes changes to regulations, it specifies a comment period during which the public may submit comments about the change. At the conclusion of the public comment period, the agency will review the new data and arguments it received and either terminate, revise, or proceed with the proposed changes.

Comments may be submitted anonymously. Any submitted comment is made available to the public. If you do not want personally identifiable information (such as name, address, or other contact information) or confidential business information made public, don’t include it.

Here’s a sample comment you're welcome to use:

"I support the Protect Life rule, which will restrict Title X funding from going to any organization that performs or refers for abortion. Abortion is not healthcare, and taxpayers should no longer be forced to subsidize the abortion industry."
